Pursuant to Republic Act No. 7922 otherwise known as the Cagayan Special Economic Zone Act of 1995, the Cagayan Economic Zone Authority (CEZA) regulates land-based gaming and interactive gaming activities based in and offered from within the Cagayan Special Economic Zone and Freeport (CSEZFP).

Gaming is considered to be an enjoyable form of entertainment. However, it can adversely impact the player, his family and community if gaming is excessive, addictive, or is being used as a mechanism to escape everyday problems.

CEZA envisages gaming services and platform provided by its Licensees to be delivered in a responsible manner. CEZA requires Interactive Gaming Licensees to:

  • 1. Devise, adopt and implement a system for player registration prior to a player being allowed and entitled to place a bet or wager in an interactive game in order to ensure that:
    •  a. Persons below twenty-one (21) years old are not allowed to place a bet, wager and/or play in an interactive game.
    •  b. No bets or wagers are received from Filipino citizens who are residing in the Philippines.
  • 2. Develop and implement proper controls and procedures to prevent underage gambling and protect vulnerable persons.
  • 3. Abide by, support and facilitate the following objectives and principles of the Interactive Gaming Code of Practice on Responsible Gaming:
    •  a. All reasonable efforts will be made to identify and prohibit compulsive gambling.
    •  b. Procedures should allow the ability for players to impose betting restrictions and access their betting history.
    •  c. information on counseling and help organizations should be made available.

CEZA shall continue to enhance its Responsible Gaming drive by formulating rules and guidelines that are based on present best global responsible gaming practices which will include Player Exclusion and Self-Limit. These rules and guidelines will be published through this webpage in due course.
