Service Bulletin: CNIA Airport

The Cagayan North International Airport (CNIA) was closed last weekend because of Typhoon Ompong (Mangkhut). Ompong, the strongest typhoon to hit the country this year so far, made landfall in Baggao, Cagayan at 1:40 am on Saturday, September 15, toppling trees and power lines, and destroying several structures. All tropical cyclone warning signals had been lifted as of Sunday morning.

CNIA has withstood this onslaught brought by Ompong with just minor damages and will resume normal operations on Wednesday, September 19, with its scheduled weekly Lal-lo – Macau flights from Royal Air. Safety Officers have cleared the airport for operation and back-up generators are in place to ensure critical operations are not interrupted.

The disaster risk reduction and management preparation and coordination works by Cagayan Economic Zone Authority, Cagayan Premium Ventures Development Inc., LR Land, LR Data, and First Cagayan Leisure and Resort Corporation helped mitigate the impact of Ompong in its operations in Cagayan to ensure stable and resilient network and infrastructure.

At around 1:40am yesterday, September 15, 2018, one of the strongest typhoons to ever hit the Philippines, Typhoon Ompong (international name Mangkhut), made landfall in the province of Cagayan. Days prior, thousands of families were evacuated and innumerable assets were secured. The combination of commendable preparation, good fortune and immense blessing saved Cagayan from typhoon-related casualties.

License Holders Now Total 43

Interactive Gaming Licenses issued by Asia's first and only Internet gaming jurisdiction now totals 43, 14 more than the last count of 29 in 2006.

"We have issued a total of 43 Interactive Gaming Licenses since First Cagayan issued the first one," said Justin Hernandez, marketing representative of First Cagayan Leisure and Resort Corporation (FCLRC).

FCLRC is Cagayan Economic Zone Authority's (CEZA's) duly appointed Master Licensor for Internet gaming operations in the Cagayan Special Economic Zone and Free Port in Cagayan, Northern Philippines.

FCLRC actively markets the Cagayan Freeport as the gateway to Asia gaming market in recent years with its fair and balanced regulation, as well as innovative products and services in the online gaming market.

CEZA Extends First Cagayan's Appointment as its Master Licensor for Interactive Gaming

The Cagayan Economic Zone Authority (CEZA) has extended the appointment of First Cagayan Leisure and Resort Corporation (FCLRC) as its Master Licensor for interactive gaming.

"It's a 25-year extension as exclusive Master Licensor," Atty. Katrina Nepomuceno, legal counsel for FCLRC, explained.

According to Nepomuceno, the extension forms part of FCLRC's requirement to be able to implement a 10-year development plan which FCLRC has presented to CEZA. "The extension of the contract also includes the management and administration of the telecommunication facility that is priority in the 10-year development plan," she added.

Total amount of investment in the 10-year development plan is estimated at P6B, which is expected to double CEZA's present revenue being generated solely from interactive gaming, according to Nepomuceno.

First Cagayan to Pursue 10-year Development Plan in the Cagayan Freeport

First Cagayan Leisure and Resort Corporation (FCLRC) recently presented a 10-year development plan of the Cagayan Special Economic Zone and Freeport (CSESFP) in northern Philippines.

"It is a 10-year development plan that is aimed at creating a self-sustaining, eco-friendly industrial zone and mixed use township development in the Cagayan Freeport," Alfredo Benitez, president of FCLRC, said.

According to Benitez, tourism and leisure will be the lead sector to be developed.

"Topping the priority list is the construction and operation of a casino-resort complex that will jumpstart the development and leisure sector in the Cagayan Freeport," Benitez said, adding that along with this sector is the development of the IT facilities and telecommunications.

"The tourism and leisure development shall have three phases that is expected to complete the infrastructure in five to seven years," Justin Hernandez, marketing director of FCLRC, said.

The Internet and telecommunications infrastructure shall have three phases as well, according to Hernandez.

Total amount of investment in this 10-year development plan is estimated at P6B, which is expected to double CEZA's present revenue being generated solely from interactive gaming.

According to Hernandez, the introduction of world-class infrastructure in the Cagayan Freeport shall generate an influx of additional locators and investment because of this infrastructure availability.

Some of the major features the development of a 22-hectare property into a leisure and resort complex; the development of a 100-hectare beach front property into leisure and gaming facility; and widening of the San Vicente Naval Airport and the lengthening of its runway.

The key components of the leisure and commercial centers include a casino complex, shall include beach resorts, club house, housing, sports facilities, and theme parks. According to Hernandez, these will be the core take-off thrust expected to support and complement the major agro-industrial development in the Cagayan Freeport.

Proxy Betting: A First in Internet Gaming Regulation

Proxy betting is now regulated in the Cagayan Economic Zone Authority (CEZA), a first in Internet gaming regulation.

"This is one of the provisions in the recently-issued regulatory guidelines in a facility referred to as Internet phone betting with video streaming in a land-based casino setting," Justin Hernandez, marketing director of First Cagayan Leisure and Resort Corporation (FCLRC), said.

"Proxy players who represent foreign clients or players are also allowed to place bets in the facility," Hernandez said.

According to the regulation issued by CEZA, only foreign clients or players who are brought in or introduced by agents of a licensed operator are allowed to play in this facility in the Cagayan Special Economic Zone and Freeport (CSESFP).

Licensed operators are those whose licenses have been issued by FCLRC, CEZA's master licensor for Internet gaming.

According to Hernandez, the foreign clients or players can give betting and playing instructions to their proxy players in the facility through Voice Over IP (VOIP) phones and the games through the Internet.

"Live video streaming makes the facility novel, in that betting is real time," Hernandez explained. "A live CNN display on a monitor gives all players the indication that the video is live, on real time," he added.

i-Gaming boosts Cagayan ecozone prospects

"i-Gaming is at the moment the most vibrant business at the Cagayan ecozone, which has been helping push tourism development particularly in the town of Sta. Ana," averred Mr. Jose Mari B. Ponce, chair and chief executive of the Cagayan Economic Zone Authority or CEZA, in an interview.

An estimated P600 million in investments have poured in the Cagayan economic zone (otherwise known as the Cagayan Special Economic Zone and Freeport or CSEZF ) as operators of interactive or online gaming have flocked to one of the less developed free ports in the past three years in the country.

"This means CSEZF can support business process outsourcing activities, such as call center operations which is basically what I-Gaming is. In I-Gaming, a dealer, for instance, does his job in front of a camera to initiate an online game with players outside the country - mostly from China, Korea and Japan," explained the CEZA chair and CEO.

Tourist traffic has improved as players, in lieu of their presence, send in their people to act as witness or ensure that nothing is amiss in the game being played.

Gaming operators in Cagayan are not allowed to accept customers from the Philippines and the United States.

Ponce added, "The P600 million, which came entirely from the private sector, includes P70 million that was spent in the upgrade of a Navy-owned airstrip in Sta. Ana. The airstrip can now accommodate 20-seater planes, which come in daily. This is aside from the twice-weekly Manila-Tuguegarao flights."

Situated in the northeastern-most tip of Luzon, the Cagayan Special Economic Zone and Freeport occupies a 54,000 hectare area, which is being developed into a self-sustaining industrial, commercial, financial, investment, tourism and recreational center.

"Part of our development road map for the CSEZF is laying own key infrastructure like telecommunications facilities. Pursuing that, the free port is now provided with microwave and fiber optic systems," said Ponce.

Presently, two resorts are now being developed within the CSEZF in anticipation of the influx of tourists.

FCLRC partners with CEZA for an International Airport

To further boost the Cagayan Economic Zone's drive as one of the center for profitable investments and tourist destinations in the country the Cagayan Economic Zone Authority (CEZA) inked a joint venture with First Cagayan Leisure and Resort Corp. to construct an international airport.

Pending the completion of an ongoing feasibility study the project may be able to break ground soon. The airport will be designed to accommodate Boeing 737s and is targeted to start operations in 2010.

Jose Mari B. Ponce, chairman and chief executive officer of the Cagayan Economic Zone Authority, stated that the planned international airport would transform the free port into a major transshipment point for trade in the Asia Pacific rim, competing with the likes of Hong Kong and Singapore.

Currently, there is an upgraded Navy-owned airstrip in Sta. Ana. This can accommodate 20-seater turbo-prop planes. Cebu Pacific flies daily from Manila to Tuguegarao, while chartered flights from Tuguegarao to Macau every Thursday and Saturday.

A National Economic and Development Authority situationer in 2007 said that the Cagayan Special Economic Zone and Freeport (CSEZFP) has lured a total of 70 locator firms that have committed to invest P8.19 billion- representing up to 3,236 jobs, since its creation in 1995. The bulk of the investment growth came from interactive gaming support services, which increased by 70.6 percent to P2.9 billion in 2007 from P1.7 billion in 2006.

CEZA Chief bear plans for 2009

In a statement, Cagayan Economic Zone Authority (CEZA) Chief Executive Officer and Administrator Sec. Jose Mari Ponce revealed that employment in the Freeport almost doubled from 3,000 jobs created in 2007 to 5,800 last year.

"There are many projects to be implemented within CEZA this year which will surely propel job generation, tourism and boost the economy of the whole Cagayan Region Valley," said Ponce.

"The construction of an International Airport in Sta. Ana will start this year upon approval of its feasibility study which was conducted by the private sector.The project may be able to break ground soon.," added Ponce.

CEZA inked a joint venture with First Cagayan Leisure and Resort Corp. to construct an international airport. The airport will be designed to accommodate Boeing 737s and is targeted to start operations in 2010.

"The Roll-On-Roll-Off (Roro) vessel is also expected to operate this year to service the eastern parts of Luzon such as Aurora, Isabela, Cagayan and Batanes provinces including its different islands. President (Gloria Macapagal-Arroyo) has already instructed the Development Bank of the Philippines to release the funds for the completion of the Roro project. It is expected the project will be opened this year to serve the coastal zones and to solve the problems on sea disasters," Ponce said.

At the same time, the second phase of the breakwater project at Port Irene will be constructed. This will pave the way for the rehabilitation of the port, considered as a transshipment port in Northern Luzon with a P1.4-billion project cost.

First Cagayan Legal Counsel featured speaker in Asian Gaming Briefing Conference

Atty. Katrina L. Nepomuceno, First Cagayan Leisure and Resort Corporation's Legal Counsel, will be featured as one of the speakers at the first ever Asian Gaming Briefing to be held in Singapore on October 21 to 23, 2008.

Nepomuceno is scheduled to address the body on the second day of the briefing with other speakers from different countries. Cagayan Economic Zone Authority Chief Operating Officer, Mr. Jose Mari B. Ponce is also expected to attend on the third day of the event.

FCLRC LOCATORS EXTEND HELP TO TYPHOON VICTIMS

A few concerned locators of First Cagayan Leisure and Resort Corporation contributed to the relief efforts of numerous government organizations, foreign and private institutions to the victims of Typhoon Ondoy (International codename Ketana) which left an estimated half a million people dislocated from their homes and the death toll still rising.

Typhoon Ondoy caused the worst flooding in Metro Manila and surrounding areas in decades. The outpour of support from all over the country and the international community continue as relief operations for the needs of victims housed in evacuation centers increase.

The donation of the FCLRC locators added up to a little over 2.5 million to date. Facilitated by First Cagayan, the pooled amount was used to purchase basic commodities needed by the victims. The relief packages were brought to evacuation centers and other affected barangays for distribution.
