An Interactive Gaming License (IGL) is a license granted by the Cagayan Economic Zone Authority (CEZA) to an offshore company not domiciled in the Philippines to do business as an interactive gaming operator, takes bets and pays out winnings to players outside the Philippines. There are two types of IGL namely E-Casino and Sports Betting. An applicant may apply for either or both types. An Interactive Gaming Support Service (IGSS) Registration is a registration certificate granted by the Cagayan Economic Zone Authority (CEZA) to a qualified IGSS Company Applicant for the provision of support services to an Interactive Gaming License holder. Support services may include (i) customer support services, (ii) video streaming and content provision, (iii) server and website management and maintenance, and (iv) transactions monitoring and reporting. The IGSS Company Applicant must be a company registered with the Philippine Securities and Exchange Commission and its primary purpose(s) stated in the Articles of Incorporation and By-Laws must include the provision of Interactive Gaming Support Service/BPO services. The IGSS Company undertakes that its BPO facility in Cagayan shall conduct interactive gaming support services/BPO services including activities and services directly or indirectly related thereto, only within the Cagayan Special Economic Zone and Freeport (CSEZFP), and shall comply with the CEZA Interactive Gaming Rules and Regulations of 2017 (the “CEZA IGRR of 2017”) and other rules and regulations promulgated by CEZA. An IGSS Company with existing operations outside the CSEZFP may establish branch operations in the CSEZFP as well, provided that the IGSS Company’s business structure separates the CSEZFP operations from all business operations taking place outside the CSEZFP.

3. Pay the Application and Processing Fees and License Fees immediately upon receipt of billing from First Cagayan. In addition,
the Applicant must also pay the US$3,200.00 probity fee to First Cagayan.

4. Post the one-time Performance/Security Bond.

    1. Certificate of Incorporation of the IGSS Company Applicant
