Frequently Asked Questions On Internet Gaming Licensing and Operation in the CSEZFP

Can a license be obtained without registering with CEZA?: No. However, application for interactive gaming license and registration with CEZA can be done simultaneously.
What is the procedure for applying as a CSEZFP registered enterprise?: Fill up a CSEZFP application form and submit together with all requirements and specifications. CSEZFP may require additional documents and information as may be necessary. Download application forms in pdf format.
Are there restrictions on the terms and conditions of the license?: Bets may only be accepted from offshore players and only on offshore sporting events. CSEZFP-licensed operators cannot accept bets originating from within the territorial jurisdiction of the Philippines and/or on sporting events held within the country.
Is an Interactive Gaming License required to pay income tax?: No. The locator support company which CEZA registered is subject to a preferential tax rate of five percent (5%) of Gross Income (net of allowable deductions).
Are there incentives for CSEZFP-registered enterprises licensed for interactive gaming?: They are entitled to incentives under Presidential Decree No. 68 otherwise known as the Export Processing Zone Authority or EPZA Law and Book VI of Executive Order No. 226 otherwise known as the Omnibus Investment Code of 1987.
Are offshore operators required to domicile themselves in the Philippines and incorporate a Philippine company?: Operators are required to domicile their gaming operations in Cagayan, Philippines. FCLRC will assist in getting them domiciled therein. CSEZFP rules do not require them to incorporate a Philippine company. They only need an interactive gaming license and register as CSEZFP enterprise with the Cagayan Economic Zone Authority.
If applicants have complied with all the requirements and passed all the tests and inspections, when may they expect their license?: Within thirty (30) working days.
